Moira Whelan currently serves as a Fellow at Our Secure Future where she leads efforts to examine how artificial intelligence and emerging technologies impact the Women, Peace and Security (WPS) agenda. She is leading the creation of a WPS AI Benchmark tool that will be used to bridge the gap between policy and innovation, and define how AI governance, data ethics, and digital inclusion can advance women’s participation and leadership. Through research, partnerships, and thought leadership, Moira drives initiatives that promote rights-respecting, transparent, and gender-responsive technology ecosystems to ensure that technology strengthens, rather than undermines, global security and democratic values.
Moira brings more than two decades of experience at the intersection of technology, democracy, and international affairs to a range of global projects including serving on the Advisory Board for CaraDem. Prior to this, she served as Director of the Democracy & Technology team at the National Democratic Institute and was a Nonresident Senior Fellow with the Atlantic Council’s Digital Forensic Research Lab. She held senior positions at the U.S. Department of State, the U.S. Agency for International Development, and the Department of Homeland Security.
